Bolivia is committed to reversing not only the governing styles and public policies, but also colonial, neoliberal and patriarchal structures that have laid the historical foundation for inequality and discrimination against the indigenous peoples who make up 62.2% of the total population of the country (2001 Census), and which have historically favored and privileged the elite minority.

The National Productive and Social Investment Fund (FPS) has extensive experience in the management of social investment resources and will be reoriented towards the tasks of creating new jobs, increasing family incomes, narrowing the income gaps and decreasing economic injustice by articulating, channeling, orienting and consolidating the productive and social investment fund towards the policies and strategies put forth by the National Development Plan.

The FPS aims to facilitate the creation of the conditions under which the most disadvantaged populations can exercise their right to development (economic, socio-cultural and community rights), so that they may access the resources and services necessary to improve their quality of life and at the same time contribute to public policy with inputs extracted from the same process.
