The National Government created the International Cooperation and Social Action Presidency of the Republic to channel both international and domestic resources to execute every social program that depend on the Presidential office serving vulnerable and poor populations, drug trafficking and violence. Therefore, the Social Solidarity Network (RSS) and the Colombian International Cooperation Agency (ACCI) are fully integrated.

The Investment for Peace Fund (FIP), was ascribed to the newly created institution by which the social branch of Plan Colombia is financed including programs such as Families in Action, Parkranger Families, Productive Projects, Social Infrastructure, and Social and Labor Reconversion.

The new agency is also responsible for the Social Solidarity Network (RSS)   Programs – Care for Victims of Violence, Comprehensive Support to Displaced Population, and the Food Safety Network, among others. In addition, it coordinates the National System for Comprehensive Care to Displaced Population, SNAIPD.

Likewise it coordinates and promotes international and domestic cooperation, as well as technical and non-refundable financial cooperation received and granted by the country.
