
REDLAC was founded around the idea of cooperation. One of its principal objectives was to create a forum where various social and emergency development funds (FIS, following the acronyms in Spanish) that operated across the region could share experiences. The organization later began to seek out international financing that allowed it to set up training programs for employees of the individual funds with the ultimate goal of building a critical mass of regional experts capable of addressing poverty and various social problems.
The network, however, does not just foster horizational cooperation across its members. In reality, the organization uses what it calls triangular cooperation to develop programs and technical assistance for two or more countries with financial support from a third more developed country.
